Smaller players, meanwhile, face a difficult calculus: invest heavily in compliance infrastructure now, form partnerships with larger institutions that can absorb those costs, or cede the space entirely.

The GENIUS Act's implementation phase is revealing a structural truth about regulated stablecoin markets: compliance is not a checkbox, it is a competitive variable. Institutions that treat the Act's requirements as a minimum threshold to clear will find themselves constantly reactive to supervisory expectations.
